This Looks great on paper but is actually very difficult to build successfully.


The last output in the sequence of 10 LEDs acts as the reset and advances the  4017B by one step.
Each of the 4017s has the same output Hi at any given moment, but only one of the 4  LEDs with that Hi is able to light up because the rest or disconnected from ground.
